He is a faculty member at Istanbul University, Faculty of Economics, Department of Public Finance. He is also the director of the Istanbul University Center for Research and Practice in City Policies, of which he is one of the founders.
He graduated from Istanbul University's in Economics and received the title of Doctorate in 2009 at Florida State University. He was a visiting professor at Florida State University in 2011 with the TÜBİTAK project on “Happiness Economics” and as a Fulbright Senior Scholar at Georgia State University in 2016.
He worked as an executive, consultant, expert, and researcher in national and international projects, especially in UNDEF, ILO, IBP, EU-CFCU, TUBITAK and Development Agencies. Şeker, who has national and international published articles, papers, and books in the fields of economy, public finance and multidisciplinary, received the title of Professor in 2017.
Concentrating its projects and research on quality of life and competitiveness indices at regional, provincial and district level in recent years, Şeker's areas of interest are public economy and budget, local administrations, project management, quality of life research and happiness economics.
